The administration's directive assumed Anthropic could implement citizenship-gated access to Fable 5 and Mythos 5. Anthropic's response — shutting down access for all users rather than only non-citizens — established something more useful to Legion LegalTech than any legal brief: proof that the directive's core assumption was technically wrong . A federal court now has to decide whether an order that cannot be selectively enforced was lawfully issued. That question does not resolve in the government's favor just because the order was signed. The NSA had already lost access to Anthropic's AI over an earlier export dispute, which means the government's own agencies are inside the collateral damage — a detail that complicates any argument that the restriction was narrowly targeted.
